TL;DR
For shore snorkeling, Sunrise hotels or Steigenberger Alcazar are recommended — you'll see colorful fish and some larger fish, but the reef isn't right at the shoreline and turtles are rare.
Jaz Fanara Resort offers shore entry and a strong coral reef with a variety of fish; a recent visitor found it not much worse than reefs reached by boat.
Steigenberger Alcazar in Sharm has a wall-style reef where you can swim alone without buoy lines, though the underwater life isn't the richest.
Snorkeling near the shore with a mask shows colorful and larger fish, but the actual reef isn't visible right at the beach — it starts further out. Turtles are rare even from the pontoon.
Among Sunrise hotels in Sharm (Hurghada wasn't considered), Sunrise is recommended for snorkeling and fish-watching at a comparable price point.
