Can Russian citizens apply for a new international passport from abroad while in Tbilisi, or do they need to apply in person in Georgia?

In July 2026 a participant said she had tried to apply for a Russian international passport from abroad, but it did not work. In the end she waited until she was back in Georgia and applied in person there. Her impression was that applying from abroad is not possible at all, but that conclusion comes from her own attempt rather than an official rule.

The same participant clarified that in theory you can apply from abroad, but in practice her documents never went through: the system returned an error on every attempt. So if you plan to apply remotely, have a fallback ready — applying in person in Georgia.

In July 2026 another participant, just over 20, wrote that he does not have an international passport: he had no chance to get one earlier, and in his words it is especially hard now. His experience also suggests that participants have not found a quick remote solution, so check the application procedure with the consular office in advance.
