TL;DR
Sea turtle sightings around Mahé are unpredictable, but turtles have been seen at Anse Major. For snorkeling, try Anse Forbans or Anse Royale; at Anse Royale, swim from the left side of the beach toward the islet and watch for current.
Anse Forbans is a worthwhile snorkeling option, with reef life and even octopus sightings reported. Wear reef shoes.
At Anse Royale, enter from the left side of the beach and swim toward the offshore islet. It can be good for snorkeling, but there may be a mild current.
On Moyenne Island, visitors can see well-kept giant tortoises roaming freely. This is a land-based tortoise encounter rather than a guaranteed sea-turtle snorkel spot.
Sea turtles have been seen while snorkeling at Anse Major, including a report of two turtles on one visit. They were not present on a later visit, so sightings are not guaranteed.
