TL;DR
Sri Lanka has two coastlines with opposite seasons: the southwest (Unawatuna, Mirissa) is calm November–April, while the east coast (Trincomalee, Arugam Bay) is best May–September.
For late August (21–27), the east coast is the best choice — Trincomalee for calm swimming or Arugam Bay for surfing. August is peak season on the east coast with calm seas and sunny weather. Arugam Bay is one of Sri Lanka's top surf spots.
For a family trip in mid-November, the southwest coast is a good choice: Unawatuna, Mirissa, or Weligama. November marks the start of the good season there — seas calm down progressively. Weligama Bay is especially family-friendly with its shallow, sheltered waters.
For a solo all-inclusive holiday with a good beach in late November–early December, the Bentota or Beruwela area on the southwest coast is worth considering. These towns have the largest concentration of all-inclusive resorts in Sri Lanka, and the sea is calm enough for swimming by this time.
