TL;DR
In June the sea is still cool, July brings warm water around 26–27°C, September is pleasant but cools toward month's end, and October is cold — manageable on sunny days but a shock to enter.
A traveler compares trips: usually went in July-August, tried early October once and liked it, but by mid-October the water cools to about 25–26°C. So this year they shifted their trip to late September–early October (Sep 26–Oct 10) instead.
For late September–early October: mornings are cool (16–18°C, a windbreaker needed for jogging), afternoons warm up to 26–28°C, wind possible. Sea water feels about the same as in July — still cool. Recommends choosing hotels in bays during this period, as water cools slower there and waves are less likely.
Recent report from Bodrum: water temperature rose about 2 degrees compared to 5 days ago, now around 23–25°C.
Toward October the sea cools from about 25°C down to 22°C, and rainy days become more frequent — on an unlucky day swimming can feel noticeably colder.
Comfort perception varies by person, and early vs late September differ noticeably in both water and air temperature — evenings tend to get cooler by month's end. Still, September overall is considered the most comfortable month, while rain chances rise closer to late October.
Early October is generally the best time for swimming, though it varies by year. The first half of October is usually reliable; the second half can be less predictable.
The Aegean Sea around Bodrum is cleaner than the Mediterranean but colder. June is particularly uncomfortable for swimming — better to visit later in the season.
In early October the water feels shockingly cold at first, but you adjust after a few minutes. On sunny days, swimming is quite manageable.
In June the sea hasn't warmed up yet: shallow areas feel warm, but deeper water is cool. Wind makes entering the water feel chilly, though it's fine once you're swimming.
By late September the water cools noticeably day by day. Overall September is better than June, but not as warm as July or August.
In July the sea warms up significantly everywhere. In Yalıçiftlik bay, water temperature reliably reaches 26–27°C already in early July, every year.
