TL;DR
For a Turkish family residence permit, a Russian marriage certificate needs an apostille; certification by the Russian consulate is not enough. Once apostilled, it must be translated into Turkish by a sworn translator and notarized at a Noter.
For an aile ikamet izni (family residence permit), Göç İdaresi may refuse to accept a marriage certificate without an apostille or reject the application. Consular certification does not replace an apostille for a Russian document.
An apostille for a Russian marriage certificate must be obtained in Russia, through the civil registry office (ZAGS) or the Ministry of Justice. Russian consulates in Turkey cannot apostille documents issued in Russia.
If the original certificate is in Istanbul, it can be sent to Russia by courier or carried by someone traveling there for apostilling, then returned to Turkey. Alternatively, arrange a power of attorney at the Russian Consulate so a representative in Russia can obtain a duplicate certificate and have it apostilled.
After the apostilled certificate arrives, prepare a sworn Turkish translation (Yeminli Tercüme) and have it notarized by a Turkish Noter before submitting it to the immigration authority.
