TL;DR
Arrive at opening time around 7:30–8:00 AM. Before 10–11 AM the crowds are minimal; after that tour buses arrive and queues become very long.
Arrived around 9:40 AM, waited only about 3 minutes for the cable car, and were at the top by 10:25 AM — it was cool and not crowded up there, with plenty of food available at the buffet.
Arrived at 11 AM with no queues either at entry or at the restaurant. Left around 6 PM: the funicular queue near the bridge looked long but moved fast, taking about 7 minutes to walk through without stopping; buying a fast-pass isn't worth it.
Arrived at 14:30 and managed to see everything without queues — not many visitors at that time. The main risk in the afternoon is heavy rain, so bring a raincoat.
After 4–5 PM the park empties out almost completely. There may be a queue for the sleds, but walking further through the hall to the alternate track avoids the wait.
Arrived at 8 AM to almost no crowds and covered all the main spots by 11 AM. Tour buses started arriving in large numbers from 10 AM onward. By that time it's worth heading down to the caves, which are still relatively quiet.
Visited around 8 AM with no crowds at all. By 11 AM a massive queue had formed for the elevator.
The cable car was already running at 7:30 AM with very few passengers. Managed to see everything without waiting in any queues.
