TL;DR
The sea in Da Nang is warm and generally fine for swimming, but the beaches themselves aren't very scenic; for cleaner water and better views head toward the bay near the Lady Buddha statue or the Vietnamese side of the coast.
The area near the Lady Buddha statue was nicer than the main beach — better water and views, though it's worth a separate trip to get there.
The sea along Vietnam's coast is fairly average overall — Da Nang, Cam Ranh, Nha Trang all look similar. It's fine just for swimming, the water is warm as long as nothing's floating in it, but the beach scenery isn't impressive.
The main city beach can sometimes get dirty — it's better to head toward the bay, the more local Vietnamese side of the coast, or the area near the Lady Buddha statue.
