No. Since January 1, 2025, vapes, e-cigarettes, IQOS devices, heated tobacco sticks, and hookahs are fully banned in Vietnam. Devices are confiscated at the border; fines for possession or use range from 3–10 million VND.
Since January 1, 2025, Vietnam has imposed a complete ban on importing, selling, storing, transporting, and using e-cigarettes, vapes, IQOS devices, heated tobacco sticks, and hookahs. The ban covers all tobacco heating systems.
At Vietnamese border crossings, vaping devices and heated tobacco sticks are typically confiscated at customs. Do not count on getting them through undetected.
Possessing or personally using a vape or IQOS device inside Vietnam carries a fine of 3–5 million VND, and the device will be confiscated and destroyed.
Allowing others to use vaping devices on your premises — whether a rented apartment, bar, or café — results in a higher fine of 5–10 million VND.
The ban covers not just e-cigarettes but all heated tobacco systems including IQOS and similar devices. Hookahs (shisha) are also prohibited under the same law.
