Regarding electronics: local markets (Vietnam's version of a 'flea market') sell domestic-market phones cheaper than official stores; if a seller claims goods came via the UAE, double-check the origin — locals often know cheaper direct outlets that tourists don't.
Overall price level: cheap options exist only at basic eateries locals themselves rarely use; nicer places charge prices comparable to Astana. For Russian travelers Vietnam runs about 20% cheaper, while for Kazakhstani travelers prices are roughly the same.
Local business owners set prices in each country, so a hoodie sewn in Vietnam can end up cheaper abroad (e.g. in the US) than in Vietnam itself.
