NSPK does not set its own exchange rate — it is a payment infrastructure provider. The rate applied when withdrawing cash is determined by the card-issuing bank, sometimes by the Mir payment system for overseas transactions, and the ATM-owning bank may add its own conversion on top.
The ATM is not responsible for the exchange rate shortfall — it's your issuing bank that applies its own conversion rate. Reports show some Russian banks give 10–20 dong less per unit compared to the NSPK reference rate.
