TL;DR
Cards from Asia-Pacific Bank (ATB) and Rosselkhozbank (RSHB) work for withdrawals and payments (except at ASB, Techcombank, Vietbank terminals), but most Vietnamese ATMs cap withdrawals at 3,000,000 VND per transaction (TPBank and HSBC allow up to 10,000,000 VND).
A card from Asia-Pacific Bank (ATB) reportedly works fine for payments through Vietcombank and Vietbank POS terminals — confirmed by personal experience of one traveler.
Asia-Pacific Bank (ATB) cards work for both cash withdrawal and payment almost everywhere, but NOT at ASB, Techcombank, Vietcombank, and Vietbank terminals.
Rosselkhozbank (RSHB) cards also work for cash withdrawal and payment, except at ASB, Techcombank, and Vietbank terminals.
At Agribank, BIDV, and EximBank ATMs the maximum per withdrawal is 3,000,000 VND, with no ATM fee.
At HSBC you can withdraw up to 10,000,000 VND per transaction, but the ATM fee is 100,000 VND.
TPBank allows withdrawals of up to 10,000,000 VND per transaction with no ATM fee — one of the best options.
At Vietcombank the withdrawal limit is only 3,000,000 VND with a 2% fee, and cash can only be withdrawn from older ATMs — newer machines (with large screens) throw a PIN error.
MB Bank (Military Bank) has a maximum withdrawal of 5,000,000 VND per transaction with a high fee of 3.3%.
