TL;DR
For gentler swimming conditions, choose northern Nha Trang: the seabed slopes gradually and waves are usually much smaller than in the city centre. Bai Dai and other exposed stretches can have stronger surf.
Northern Nha Trang is better for an easy entry into the water: it stays shallow farther from shore, and waves are generally several times smaller than in the city centre. River-borne murky water rarely reaches this area.
For shore snorkeling, check the northern beach near Hon Chong Promontory (Stone Garden), an area considered for seeing coral and fish close to shore. Assess the surf and water visibility locally before entering.
Bai Dai faces an exposed section of sea, so it gets waves that can build in windy periods. If calm water is the priority, northern Nha Trang is usually the better choice.
