TL;DR
In winter (Dec-Feb) the east coast of Phu Qu is out of season - even Khem Beach can have trash and seaweed. Choose the west coast instead, around Grand World and Ganh Dau, where the sea is calmer and cleaner.
Beaches around Grand World are moderately pricey but very scenic with calm, clean water. Prices are cheap compared to Sochi, but pricier than Nha Trang in December.
Winter is off-season for the east coast, so don't expect clean, trash-free beaches there - head to the west coast instead.
At Khem Beach in winter you may find trash and seaweed floating in the water. A better option is the north of the island - Grand World and Ganh Dau areas, especially good in December.
