Can I decline a hotel tour representative’s excursions and skip the welcome meeting?

One traveller declined to buy excursions despite pressure from the representative. He then required her to record on a form that she would not take their excursions and returned her voucher.

One traveller skipped the representative’s meeting, did not hand over the voucher and sent only a photo of it. The representative did not reply.

Another traveller said in advance that she would not attend the meeting or take excursions, but the representative still called and insisted that she attend.
