TL;DR
Hurghada can work well for families, but beach conditions vary greatly: hotels where swimming is mainly from a pier can be uncomfortable in windy weather. For young children, choose a hotel with a sheltered shallow lagoon and sandy walk-in entry.
Families do travel to Hurghada with children as young as 2–4 years old, but every child reacts differently to the sea. One child may enjoy it at age one, while another may only start swimming confidently around age five.
At hotels where access to deep water is mainly via a pier, swimming depends on wave conditions. Windy days can make both swimming and snorkeling uncomfortable even for adults, so children are better off in a calm shallow area.
For a family trip, choose the hotel based on its beach layout, not just its seafront location: children need a safe shore-entry area for splashing and swimming. Without a usable swim zone from the beach, the experience may be limited to sitting in shallow water rather than proper bathing.
