Is it worth using a public beach in Hurghada instead of a hotel beach?

TL;DR
On Hurghada's public beaches, vendors offering excursions and massages approach every 10-15 minutes and can be very persistent, the sea is shallow in places, and for comfortable snorkeling/diving it's best to wear a 5mm wetsuit.
To stop tour and massage vendors from approaching, ask at the towel rental point for a 'do not disturb' flag (a small rectangular cloth on ties) — with it, vendors mostly leave you alone.
On the public beach, tour and massage vendors approach literally every 10-15 minutes and won't leave you alone even if you pretend to sleep. The sea there is also fairly shallow.
A rashguard-style wetsuit top isn't the most comfortable, though you get used to it; for actual diving, go with a full 5mm wetsuit.
Occasionally there's some kind of beach treatment (possibly for insects or algae) — the frequency is unclear and you don't always notice it happening.
