TL;DR
In August the sea in Hurghada stays around 27-29°C, but due to tides the water gets warmer ('bathwater-like') after 11am-noon, while early morning before 11am is more refreshing and pleasant for swimming.
One traveler currently in Hurghada noted no visible tides - the sea is clear and beautiful, refreshing in the morning, but turns bathwater-warm after 11am.
Another visitor observed the sea isn't bathwater-warm at all - quite comfortable. Early morning until noon is great, but after lunch due to low tide the water gets shallower and around 28°C.
Comfortable morning temperature is around 26°C, not 29°C as many claim. This season the sea is especially pleasant, hard to want to leave the water.
The sea feels refreshing when entering, unlike the bathwater-like lagoon in Makadi (which was 28°C). In Hurghada even in the evening the water is around 27°C - not too warm, just refreshing.
Near the shore the temperature is around 28°C and changes due to tides - when the water recedes at midday it gets warmer, so shoreline conditions vary throughout the day.
