Bali nomad visa online application stuck on passport photo processing — how to fix?

Waiting several hours for the passport photo to process on the Indonesian immigration site is a known recurring issue. Changing the photo format, retaking the photo, or switching browsers doesn't help — the bug is on the site's end, not the file. If unresolved, getting the visa on arrival is a viable fallback.
