TL;DR
Shore visibility in Hurghada is poor without a mask — you barely see anything, but snorkeling with a mask reveals real coral and fish beauty; it's decent for a first Red Sea impression, though a boat excursion shows much more.
Snorkeling with a mask right off the shore (e.g. near the Remal area) already reveals real Red Sea beauty — coral and fish are clearly visible, impressive even without a boat trip.
Swimming without a mask gives very poor visibility from shore — you won't be able to show a child the Red Sea's real beauty this way.
For a first Red Sea experience, Hurghada works fine — you get a solid general impression of the sea's beauty, even if it's not the clearest spot on the coast.
