Yes, you can swim from the pier on your own — no guide needed, many just drive or take a taxi there. Swimming to the right (toward the Makadi hotels) is allowed, that's where hotel guests go, but swimming left (toward Sahl Hasheesh) has long been prohibited.
To the left of the pier (facing the sea) is a small buoyed-off area — cramped, wavy, murky water with few fish; not worth going back after trying once.
